City Plans 'Community Conversations' on Point

Following the Lawrence Berkeley National Laboratory's (LBNL) rejection, city staff is wasting no time in moving forward with Alameda Point planning. At a special joint meeting of the city council and Alameda Reuse and Redevelopment Authority (ARRA) on Tuesday, Feb. 7, staff will present a zoning ordinance and general plan amendment aimed at clearly establishing the guidelines for future development.

"Such clarity will reduce entitlement risk and delay in any future development efforts," the city stated in a staff report. "Clear policies will help Alameda avoid 'starting from scratch' with, or ceding too much control over the direction of future development to, a new private partner."

Staff is advocating a phased approach by having the mixeduse area divided into three areas: adaptive reuse, northern and southern.

The southern area includes the parcel that the city offered to LBNL and would focus on commercial opportunities.

The proposed zoning ordinance and general plan amendment would also make it easier to obtain various types of funding, which will also be discussed at the meeting.

The no-cost conveyance agreement with the Navy follows the 1996 community reuse plan that sets a housing limit of 1,425, with an option to increase that number by paying a surcharge.

On Monday, the city stated in a press release that it would host "community conversations about the next steps in the planning and development of Alameda Point" at both the Feb. 7 city council-ARRA meeting and the Planning Board meeting the following Monday, Feb. 13. Both meetings will be held at city hall, 2263 Santa Clara Ave. Comcast channel 15, AT&T channel 99 and the city's web-cast center will broadcast the meetings.
